I tried two different things with no luck:
1. TCM - selected the lights at the top of the card,
Configure->Actions/Commands->Timeslot,SelectAll->Software->Soft Busy Out
2. TCM - selected the whole card,
Configure->Actions/Commands->Hardware->Remove From Service
I'm assuming #1 took the B-channels out of service, or is there
something else I should have done?

How are you busying them out? If you just busy the modems out and not
take the B channels out of service, this is normal. Take the B channels
out of service and your calls should roll over correctly.
