The reason you are getting busies once your first DSP is full is because the hiper arc doesn't see your other 2 cards as shown with the 'list chassis' command. Not sure why NMC awareness isn't picking those up as you do have it enabled. Might try disabling it (disable nmc chassis_awareness) and then reenabling it. You also might have to reboot the NMC / ARC / DSP's. If that doesn't work for you, you can manually setup the DSP's. First disable chassis awareness.
