Little correction about ARTE, it's a French channel at the beginning ! The fact is that there is a partnership between France and Germany for this channel but the quarter head is here, in my town Strasbourg ... In France, ARTE is a free TV but in Germany it's on cable TV. What I know is that some of our VCR here in France have a fonction called PDC (that I have on mine) who permits to record at time a programm broadcasted in delay and ARTE is maybe the only one on the free TV channels panel to offer this option. The fact is that TV progs are often at time here too now. In any case I think that those options are not valuable on LIVE performance like races or sport in general because of extra time that can be added. For one thing, the Germans, not to mention the Swiss, are ultra picky about their "punktlichkeit" (timelyness). Here in North America, the networks will go over time because of an important sports game or the Academy Awards. Otherwise it practically never happens. On the face of it, it's an unusual event. Maybe someone on ARTE is on this list and wanted to throw us all off! Perhaps it is a sign of freedom. They can afford to delay if something important requires 10 mins more time.
