Last.FM is a music community sort of like facebook or myspace that allows you to see what people are listening to. These tracks are from their own personal collection and not shared with the community.
Someone apparently has a pre-release promo or sampler and they are listening to it. Since they are a member it shows up on Last.fm. It's not shared it only shows they are listening to it.
