Cliff Hanger was based on two movies: Castle of Cagliostro and Mystery of Mamo. The character "Cliff" is actually known as Lupin 3. There are quite a few movies of Lupin as well as at least one TV series. It's quite a franchise. And yes, it is big in Japan.
There was a Lupin 3 game in 1980 called I think "Lupin 3" haha.. by Taito I believe. There is also a new one that just came out. I haven't seen it yet.
