A couple of things to try --
- for your monitor problem make sure you've got a solid ground between the monitor chassis and the rest of the game grounds (which usually all terminate on the power block in the bottom). Should be a separate wire (or braid) -- been too long since I was in one of those cabs. If it were me I'd check the grounding throughout the game -- usually there is the braid/wire from monitor, pcb chassis, CP, coindoor, etc all homerunning to a single point on the power block. Undo each one, clean the connection, and reattach.
- for your artifacts, well, the above might fix it (if grounding is the problem). The other popular thing that goes wrong with those MCR games is the interboard flex connections. CAREFULLY remove each one and put it back in (that's usually enough if that is the problem)..
