I would favor phasing out the shuttle only if we had another program, like Constellation, to keep our heavy lift motors in production. I firmly believe that humans must find another planet if our species is to continue. Something will happen to Earth someday and we need a backup. Besides, the uses of crewed exploration -- a radio telescope base on the far side of the moon, asteroid mining, the excitement we all feel when humans are in space -- all these are fabulous opportunities. I certainly favor continued funding of NASA. As for heavy lift capability it seems the problem is lifting enough water, which NASA admits is currently impossible (even for a moon base). Lets talk about these missions after they figure out how to extract the water that has yet to be discovered. Utah's senators claim federal spending does not create jobs until spending cuts impact Utah.
