Theoretically, it can be done, if the new focal length is longer than the old one. If shorter, glass may not be thick enough to support the new curve. Is it a single lens, or an achromat? I believe you also need to know the refractive indices of both lens elements if a doublet. Also the diameter may shrink if it needs re-circularizing after centration with the new focal length.
