The problem is that July already has the Fourth, and in Utah, the Twenty-Fourth. It would be a bit much to have three holidays in the month. I think the key is that it would be more like Flag Day than July 4th. I.e. everyone would still have to go to work. I think this would be a good way to acknowledge one of humankind's greatest technological feats.
