My personal opinion is that Hawking is projecting human traits onto the aliens. I think it far more likely that any civilization capable of interstellar travel would have evolved beyond such primitive behavior. At least one would hope. And if I'm wrong and we go the way of Neanderthals or, at best, some indiginous peoples who are still hanging-on by a thread despite European contact, well, that's life in the food chain, folks.
Our signals are already out there, so if they come near we will be discovered. Good news is that if they are out there the universe is so big, we are unlikely to be discovered. Our radio signals are still only a relatively small distance away in space. The speed of light is not only a good idea but it is the law. It seems humans will deplete their resources long before they realize intergalactic travel. Does anyone believe this will happen any time soon, IE next 2,000 years? I recall a statement, that all the energy produced by man so far would be incapable of accelerating a 1 gram particle to the speed of light.
He also based his conclusion and how Columbus treated Native Americans. It seems to me man has become somewhat less aggressive over 4 million years. More evolved creatures may be more benevolent. Man's history does not dictate all beings, it seems egocentric to assume all beings will be the same. Much like early assumptions that earth was the center of the universe. I think the other question has to be asked, even IF they find out we are here, will they want to contact us?! By all accounts a species that could generate travel to the stars with their vast distances, they may view us and say after checking us out that we aren't ready, or we aren't advanced enough to have contact with them, and just go on by and ignore us. What if we're just not interesting enough for them to stop by more than once every few thousand years? We're an off-the-track little collection of mud huts that only grad-student anthropologists care about. Our signals are out there, but so weak that all but the most high-powered, narrow-beam focused transmissions will fade to background noise after only a few hundred light-years. Radio and TV signals are probably not detectable beyond a few dozen light-years, at best.

We are getting close (not there yet) to where we can detect life or a life capable planet from Earth. Any advanced civilization would probably be pretty good at it by now. If they want to be here I doubt there's much we can do about it and many believe they are already here or have been visiting. Who knows. It is not likley we will initiate the contact, I suspect they will call us when they are ready. Yes, I believe they are out there, whether they are here or not is another question.
