Well, New South Wales, at least. It doesn't appear to be an outright ban, but owners must carry a permit. I'm just not going to wring my hands or get my shorts in a knot over this. An outright ban is a knee-jerk reaction, something governments are typically very good at. The responsible owners aren't the ones targeting aircraft. And like handgun restrictions, it won't stop the nut jobs. Here is an opportunity for an entrepreneur to make a fortune selling laser safety glasses to pilots, airlines, and the military. They've been in use in the laboratory for decades, it's time to make them standard-issue in the cockpit. Better yet, narrow-band blocking window material.
