While you can't camp there, the overlooks down by Grandview point are good; they're far enough south that the Moab lights aren't a problem, as long as you don't go to sleep there is no problem with spending the night in them. There are a lot of good places to camp in that area. You might even try camping at Arches National Park. I bet there are some good places to set up over there and the light pollution would be to the south. I may go back in the fall and check out the Needles section of Canyonlands. There is good four-wheeling over there.
You may even want to check out the Horseshoe Canyon district of Canyonlands. So much to see and do in that area that it would take a lifetime to see it all.
