Brent, I have spoken to an individual who did a mission to Uruguay years ago. Her suggestion about reducing the theft problem might be by placing a picture of the Madonna on the outside of all of the the packages coming into the country. According to this woman, this tended to slow the theft problem dramatically while she was in country. My feeling, is it couldn't hurt.
