The date and time given on the NASA eclipse website are UT. Erik, I think you mean the sunset alt/az (again, these are the coordinates given on this website). But you're essentially correct; alt/az coordinates are relative to an idealized horizon with an altitude angle of zero degrees. The higher horizons at Kanarraville and some possible observing choices that others have mentioned might not be acceptable to some. From some proposed observing locations in our area the horizon will be near 0 degrees. What time or you using for sunset? Also, don't sunset times assume flat horizon?
