If you plan to go to the national park, they are most likely to let you set up in the parking area by the camping spots just to the north of the buildings by Lehman caves. This is where their star parties are held. Not sure how much traffic there is this time of year so I don't know how much exposure you will have to white lights. However, knowing how much they befriend star gazers and astronomers I bet a brief chat with one of their rangers will prove invaluable in finding a good location.
