I think we've reached the end of the useful life of the French drain under these conditions, i.e. shallow water table and impermeable clay soils. I recommend using a perforated pipe, installed at depth of footings and collect the water at one corner of each building into a small concrete or plastic vault with a sump pump. It shouldn't be as much work as it sounds with a small backhoe, and perforated pipe with a plastic vault (should be available) and sump pump would be relatively inexpensive - at least cheaper than dealing with heaved buildings, replacing heaved slabs, and possible lawsuits if someone were to trip and a heaved slab. That's my professional advice.
