My 2 cents here: Seth MacFarlane said his goal was to reach an audience that _wasn't_ already enthusiastic about astronomy. His and Tyson's mission is to communicate the human connections to science, and science's impact on society. MacFarlane chose FOX because 1) he has a lot of pull with them, and 2) it's exactly the network/timeslot he needed to make the biggest impact on the general public. I hate the commercials. I don't like the animations. I wish there was more "meat." But that's OK - I'm not the intended audience. Cosmos' goal is to communicate to the widest possible audience the historical and contemporary significance of science to our society. It's succeeding; the show totally dominates the ratings on Sunday nights.
