Contact person, a name, is Bob Gent, retired air force. Your friend should have contacted you and IDA a long time ago, but there is still time.
This development is not in my "local" town, but I've been keeping an eye on it. If the developers have their way, it will be a light pollution eye sore. It is very unpopular with the Holladay residents, but money talks.
