Brent, We have a similar but not as severe problem with packages coming to Tarawa. We have even had medical supplies intended for missionaries disappear. One of the "solutions" we use is to have new missionaries coming from the U.S. bring things with them when they come here. While this works fine for church approved missionary supplies, it might not be something the church would approve of for personal items. On the other hand, if anyone knew personally a new missionary going to Argentina, they might be willing to carry a small telescope as a favor. I brought an 80 mm Orion short tube with me and have really enjoyed it, although, as you know, I immediately got aperture fever and ordered an 8" Orion SkyQuest Dob from Australia. By the way, what you said about your finder books is true: they are still very useful from the equator. I am gradually becoming familiar with the southern skies. The Southern Cross, Eta Carina, and Alpha Centauri are all well up in the southern skies around 9 p.m. local time. It's unfortunate, however, that the school campus is so lit up at night.
