Up to 14 HiPer DSPs using 2 HiPer ARC. Split the HiPer Load in odd slots to HARC 1 and even slots to HARC 2 (if your calls fill the chassis from left to right) There are people running 15 HiPer DSPs to one ARC but that's risky. If you use Multi-Span I would add a second HARC at 4 and total out at 7 Multi-Spans. You could also have more capacity with the Newer ARC.
