[USR-TC] Problem with DSP cards

Any help would be appreciated with this problem. I have a USR TCM box with 5 24 modem dsp cards installed. One started malfunctioning so I purchased a "new" card and put it in. It goes through the boot sequence and I have a green RN/FL and a green CAR light and a red LPBK light. The card shows as being UP and modems are UP but there are only 23 modems listed in a list interfaces results. Also I cannot establish a console connection with the card or any of the other cards for that matter. The "new" malfunctioning card will not accept calls. Thanks, Mike
