I have played with config settings, and I can't seem to make any difference.
One thing I found out on some cards I was working with today (3.5.12) is that a cycle of saving to nvram and issuing a "software reset" didn't make my changes take effect. We had to change switch types from NI-2 to NI-1 (dms100), and found two problems: -switch showed D channel down, dsp card showed it up -a hardware reset and/or "remove from service/restore to service" was needed to fully realize the new switch type setting. As to other comments about settings, keep in mind many of these have no effect when you go from robbed-bit (CT1) to message-oriented (PRI) signalling. loop/ground start and immediate as well as wink settings have no effect on a PRI, and switch type has no effect on a CT1 (as well as some other settings, not sitting in front of Total Config Mangler).
