Other chassis's available to see if the chassis
port is bad where the NMC card plugs in?

yes, I have read and write access to it, the
keys are factory default "public" & "private"
also my station running TCM works with other
NMC and TCMs.

are you sure you have read and write
capability to the chassis?
SNMP could be the issue here.
