[USR-TC] HiperARC unable to see DSPs

After powering off and then on chassis HiperARC was unable to see DSP cards: when I wrote LIST CHASSIS every slot was --EMPTY-- (except HiperARC card) but cards was loaded. Then I repowered chassis again and everything was ok. Why did that things happen?
