I know if you do a monitor radius on the hiperarc you can see the "framed-mtu" that it's using. I'm pretty sure you'll find a value other than 1500 for those that are causing you troubles.

Once you get the mtu setting changed in your free radius config if you're still having issues let me know.
Todd /etc/raddb/users is where you would normally find it. Probably in a DEFAULT section if it seems to happen to everyone.
