OK - your radius info looks right. Do a mon rad and watch an authentication and make sure that the ARC is recognizing the USR-Compression-Algorithm=Auto in the Access-Accept response from the Radius server. I'm no radius expert, but if it's not seeing it, it might be that your dictionary on your radius server has the wrong value or something. I dunno - it's always worked for me, I'd just check to see that it's seeing it. Next, at the Hiper ARC, give it a "set ppp ccp all" followed by a "save all" command. Then, do a test dial up and see that the compression is on. On Windows 2K (and XP?) go to status of the connection, then the details tab, and it should list Compression as "MPPC" if it's working. Not sure if it says the exact same thing on XP, but will be something similar. On Win9x, you open the connection status and it will have a box at the bottom (you might have to click Details button or something to see it) that shows Password Authentication Protocol, TCP/IP, and (if compression is on) Microsoft Compression. [Wording may not be exact, but you get the idea]. Hope that helps. Anyway - that's what I do - and the compression is always there. Find a big pure text file and download it. If your internet pipe is good, you'll should see up to about 1 Mbps throughput.
