We have a tc1000 with this configuration:

Not really sure what’s going on with your setup. If I’m correct E1 has 31 channels 1 of those being your control channel, hence 30 usable for your customers to connect. Are you sure you have the card setup correctly as “30 Channel High Density Modem” ? What do you get when you do a ‘set chassis slot 1 card_type ?’ ?
Guess it depends on what version you’re running but I get the following:

Other than that maybe it’s on the telco’s end. Highlight the span portion of the card in TCM and look at the timeslots like someone already suggested. Do you see any remote out of service or anything like that? Also….are you get fast or regular busies when the 30th tries to connect?

The reason you are getting busies once your first DSP is full is because the hiper arc doesn’t see your other 2 cards as shown with the ‘list chassis’ command.
Not sure why NMC awareness isn’t picking those up as you do have it enabled. Might try disabling it (disable nmc chassis_awareness) and then reenabling it. You also might have to reboot the NMC / ARC / DSP’s. If that doesn’t work for you, you can manually setup the DSP’s.
First disable chassis awareness. Then do something similar to the following: set chassis slot 2,3 card_type hdm_30
