[USR-TC] Watchdog timeout

Why when watchdog timeout occures on a card this card is rebooted? Watchdog timeout occures after Management bus failure (often)? Will the card reboot if I set static configuration on (H)ARC (like set chassis slot x type static ...)? If not what can I do to stop card reboots?
