[USR-TC] Dial-out/In help

Hello all, I just got a T1 installed and plugged into the T1/E1 DSP card. I have a Green carrier light and no error lights. I want to test the T1 by dialing out to my cell phone and well it is not working. I have a user setup as a dial out user. I telnet into the hyperarc as that user and it just drops... no dialing at all? I have been using the HARM via the TCM to do my configuring. Any clues anyone?
