First, your Hiper ARC has lost it's
configuration. Can you not type an "N" to get a prompt? If not,
restart the thing, and when you see the "HiPer Access Router Boot Configuration" menu, try
and type something. If you can't type anything there, then your serial
cable isn't working.
Second, on the NMC - don't have a clue, but you might
try removing the debug jumper toward the front of the card and see if starts
then. Also - I've found that a serial cable that's wired wrong, or the
wrong port settings for your serial port, can cause either the ARC or the NMC
to hang indefinitely until you remove the serial cable. Once you confirm
that your serial cable is working on the ARC, then plug it into the NMC and
see if works better.
