I think there is no problem using Chassis without NMC at least analog/digital quad cards, Am I right?

I have never tried to put that NMC in a nother slot, but in your case it is worth the try.
 
I would also try another back side card.
 
After this the chassis must be replaced.
 
They are cheap.

Sounds like it could be a lights out for the card.  Do you have others to see what they will do?
 
Other chassis's available to see if the chassis port is bad where the NMC card plugs in?

yes, I have read and write access to it, the keys are factory default "public" & "private"
also my station running TCM works with other NMC and TCMs.

are you sure you have read and write capability to the chassis?
