128Mb = 131072Kb. (Are you sure it shows 13??? and not 13????  ?). I dont think that 8Mb flash is enough for V.92 software.
Type: "show mem" on ARCs CLI. It'll show you smth. like this:
Total System Memory Resources:             128 MB
...
P.S. arc can only have 64 OR 128 OR more (or, not and).

Your ARC shows memory correctly: ARC has to have 64, 128 or more MB of 
memory and 16Mb flash.
NMC must have 16/16 (as I know).
