Maybe it's something with the code revision you're running, I'm not sure.
This should be fairly straight forward. Like I said previously if it were
me I would go back out to the site and delete the configuration and start
over.
If you absolutely don't have that option the only other thing I can offer is
create a temporary account on the arc for me and I can jump in and take a
look.
The documentation states (as you know) that the IP host address is the
access router card's first enabled Ethernet address - Eth:1 or Eth:2
It seems that somehow you're not deleting the old stuff out correctly.

I checked out the command, and tried:
reconfigure ip network <network> interface internal address <newip>
but got an error saying "interface internal is not a LAN interface"

It seems to want the ethernet network interface, but that pretty much
ends up being back to the original configuration command. Perhaps I am
missing something?

Yeah, I rebooted a couple of times. It's not running OSPF, either.
