This might sound like a really silly question, but can a USR-TC chassis work and answer phone calls and let people on the Internet and generally function properly without a NMC?

As well, the NMC in this system is in port 16. list chassis doesn't show it though. That slot's listed as empty.

It's a bit of a long shot, but once you've got everything set to what you think are the correct values, do a 'save to nvram' on all your dsps and a 'save all' on the arc. Then power down the whole mess and see if your problem is still there.

I am positive the PRI going into the HDM cards are OK, because if I plug it into a portmaster, it works instantly.
The card in list chassis is listed correctly.
No matter what I do, it won't take calls, and I get "operational state: down" when I do list inter slot:1/mod:1 (or any other modem for that matter.)
I've tried 3 different cards in 3 different slots.
Is there anything blatant I'm missing?
My knowledge of USR-TC are somewhat limited.. (What I've leared trying to fix them..)....
Any help would be apprecitaed.
