Just a thought from using the quads way way back in the day….make sure you have the ds0’s mapped properly from the dual t1/pri card to the quads. Can’t remember off the top of my head all the commands necessary but you should be able to search for something like “mapping ds0’s” and find what you need if that indeed is the issue.  The mapping can be done via TCM.
