[USR-TC] Modems Permanently Busy

Hi all. I have some USR total control parts that I've put together to try to setup a remote dial-in pool. I have the following pieces: 1 Chasses w/ 45A power supplies 3 Analog V.34 modems 1 Network Management card (hardware version 2.0, software version 4.3.8) 1 HiPerARC I've gotten everything configure but I'm running into an odd problem whereby the modems are permanently busy. I've gone over the configurationg numerous times and setup things according to the various manuals for an "ISP" type setup (users dial in to obtain an IP, etc..). Can someone help me troubleshoot this problem? I realize I haven't given much information but please let me know what you need and I'll be glad to post it ASAP. Thanks a lot!! -- Jason
