Are you sure on the Framing and Line Coding (the D4 and the AMI)? Whereas many settings will make minor differences, Framing and Line Coding are critical. Because D4 and AMI are kinda the "old" standards, if those are correct, I assumed the mf tones are probably correct as well. It couldn't hurt to try changing to dtmf, but if you've got the number of tones set to zero then the tone type should become irrelevent. yes - if the Hiper ARC does not have ownership of the DSP's, they won't answer.
Also, if you have your DTMF tones set to 4, and the telco doesn't send them, the DSP will sit there and wait and not reply until it >receives them, so the call dies.
Yes the ARC does have onership.
