[USR-TC] Timeslot is always showing DialingIn

      We are connected to DMS-100 PSTN by E1/R2.
This chassis is tcs 4.3.
I have got at least 2 timeslots that always show status: DialingIn.
No established/failed connections is on this timeslots assigned modem (I 
use fixedAssignment).

What can cause that state?

And what does ds0ReceivingBlock mean? Sometimes I get this state on 
almost all timeslots.
