You should be able to run a chassis without the NMC unless you have special circumstances such as quad modems reguiring v.92 or say if you're utilizing auto response. My guess is that you didn't have the DSP's mapped to the slots, hence you put a NMC in with chassis awareness enabled and it mapped your dsp's for you hence "making things work."

I have had many experience against this!
in many cases we wanted to set up an E1 with Hiper DSP, it worked no way and there was silence on line, no answer from DSP, we replaced chassis, Hiper Arc, DSP but no result Finally we put a NMC in slot 17 and it worked!

the NMC only allows you to remote configure want you want and to update software to each card.  The device will run without a NMC and you could simply just move an NMC to the machine you wanted to use,

I have never tried to put that NMC in a nother slot, but in your case it is worth the try.
 
I would also try another back side card.
 
After this the chassis must be replaced.
 
They are cheap.

Sounds like it could be a lights out for the card.  Do you have others to see what they will do?
 
Other chassis's available to see if the chassis port is bad where the NMC card plugs in?

yes, I have read and write access to it, the keys are factory default "public" & "private"
also my station running TCM works with other NMC and TCMs.
