Other chassis's available to see if the
chassis port is bad where the NMC card plugs in?

yes, I have read and write access to it,
the keys are factory default "public" & "private"
also my station running TCM works with
other NMC and TCMs.

are you sure you have read and write
capability to the chassis?
SNMP could be the issue

doesn't detect netserver card (it detects nothing!). Is it a bad
