Middle School arts credit requirements

Middle School credit requirements for arts, health, and PE are saved! For now at least. Recently, the state school board voted 11-4 to press the pause button on Rule 277-700 (the rule change that eliminated the credits), and send it back to the Standards and Assessment committee! This is the best possible result that we hoped for because now we can work with the members of the Standards and Assessment committee to craft a policy that maintains arts ed as a core part of a well-rounded education. The committee will likely discuss any such policy at their November meeting. Please thank these board members for voting to send 277-700 back to committee: Terryl Warner, Spencer Stokes, Linda Hansen, Jennifer Graviet, Laura Belnap, Brittney Cummins, Carol Barlow-Lear, Janet Cannon, Kathleen Riebe, Lisa Cummins, and Scott Nielson.* Joel Wright, Alisa Ellis, and Michelle Boulter voted no. We think Mark Huntsman abstained. It is hard to tell exactly because they vote via roll call. Supporters of the rule change think that arts education isn't going anywhere because schools would have been required to offer it but students wouldn't be required to take it. This isn't a policy that we at Utah Cultural Alliance can accept because we know that all children should have a minimum, equitable level of arts and humanities education in order to have a well-rounded education. NEXT STEPS We have to keep up the pressure! Continue to reach out to your school board representative and ask them to keep arts, health, and PE as core requirements of a well-rounded education. If your school board representative serves on the Standards and Assessment committee, please especially make an effort to reach out to them before the first Friday in November. Dear UMEA Colleagues, There was a public hearing on Wednesday, Sept 20 at the Utah State Board of Education (USBE) concerning rule R277-700. UMEA Advocacy chair, Christine Wolf, and other UMEA board members spoke opposing the new rule that no longer requires arts credit at the state level for grades 7 and 8. Beginning in October, local school district will have the power to implement any requirements for arts, foreign language, health, PE, CTE and computer studies. While some districts may continue their commitments to the arts, we fear that this rule will result in great inequities in access to music courses across the state. Many of you may have already voiced your opinion on this issue, but please be aware that the USBE is still taking comments on this new rule until 5pm on Tuesday, Sept. 26. Call for Nominations - UMEA Board ElectionAn election will be held, during January, 2018, to elect UMEA Board officers who will serve as Vice Presidents-elect for one year prior to starting a two-year term as Vice President. Positions to be determined this year are as follows: Elementary Vice President-electJazz Vice President-electOrchestra Vice President-elect Nominations will be vetted by the current UMEA Board in mid October, and two candidates will be chosen and asked to allow their names to appear on the ballot. Voting will take place electronically with an invitation for members to vote on a digital ballot. UMEA members who have no email address listed on their member registration forms will be contacted by mail. Winning candidates will be announced during the All-State Jazz Band concert on Feb. 3, 2018. Important Message from UMEA Pres. Rhonda Rhodes

Dear UMEA members: There is currently a proposal at the State Board of Education that will change the state requirements for 7th and 8th grade in Utah public schools. Please see the R277-700 summary http://www.boarddocs.com/ut/usbe/Board.nsf/files/ANLNFA5FAC94/$file/MiddleS…. The state board is considering requiring only "General Core" courses (Language Arts, Math, Integrated Science and Utah History) essentially making all other subjects "elective." They are also considering eliminating "units of credit" requirements for all courses. The proposed policy change gives the Local Education Agency (LEA i.e., local school district board) the power to set "requirements" for elective courses for these grade levels. This is a big change, and it is unclear the actual effect this will have on music courses. The UMEA Executive Board encourages you to read through the proposal and contact your state school board representative with any questions/concerns you may have about the policy. Final approval vote comes in the board meeting on Friday, August 4th. It will be "hashed out" in a committee meeting the previous day on August 3rd.
