Salt Lake City Corporation (the "City"), is soliciting competitive sealed proposals from qualified contractors to execute the public relations for a project to send a message of Peace, Youth, and the Environment from the Mayor of Salt Lake City, Utah to the Mayor of Torino, Italy. The message will be transported entirely without the use of fossil fuels. Under separate arrangements, the message will be followed by a documentary film maker and a documentary film or video diary will be produced for public viewing after the message has made the transcontinental journey. II. BACKGROUND. In 1997, the mayor of Lillehammer, Norway, host city of the 1994 Winter Olympic Games, sent a message of Peace, Youth and the Environment by non-fossil fuel means to the mayor of Nagano, Japan, host city of the 1998 Winter Olympic Games. In 2001 the mayor of Nagano sent his message of Peace, Youth and the Environment to the mayor of Salt Lake City, Utah, host city of the 2002 Winter Olympic Games. Now the mayor of Salt Lake City is sending his message of Peace, Youth and the Environment to the mayor of Torino, Italy, host city of the 2006 Olympic Winter Games. It must be transported and arrive by non-fossil fuel means by January 2006. The City has planned a route using bicycles for the initial journey across the U.S., a sailing ship across the Atlantic Ocean, and bicycles and hiking for the European leg starting in Oostende, Belgium and ending in Torino, Italy. The City anticipates that the successful applicant will sign a contract with the City by February 17, 2005 and will complete and finalize public relations plans along the route prior to April 1, 2005. The City is recruiting sponsors to cover costs of the journey, including funds for public outreach. However, proposals that include sponsor solicitation to offset the costs of the public relations portion of the project may be afforded preference over other proposals. All secured funding or donations must be approved by the City. The U.S. bicycle team will need to leave from Salt Lake City prior to April 6, 2005 in order to arrive in New York no later than May 20, 2005. The ocean-crossing to Belgium is estimated to take 30 sailing days and should arrive on or about June 18, 2005. The European bicycle team will begin the European leg in July. The European journey is expected to take between two and three weeks. By mid-August 2005 the final leg to Torino, Italy will be complete. The journey must be completed in time for a documentary film to be produced prior to the 2006 Winter Olympic Games (February 2006). The trip should include numerous advertised local events in cities along the route with local participation so that the trip will serve as a continuous celebration of the message as it moves toward its destination in Torino. The City will be contracting for a documentary film, or video diary, to be produced as a record of the journey from Salt Lake City to Torino. The City will select a documentary film maker and determine the scope and goals of the documentary. The documentary film maker will produce the documentary, and shall provide in a contract that all rights to the documentary shall be owned by Salt Lake City Corporation. A separate request for proposal is being offered to film and produce the documentary, but one company may submit offers for both proposals.
