Has anyone ever asked Sting himself whether or not he ever recorded the song?

I have never heard of "Dreams of Paradise", but I checked youtube and found the song. I am convinced, though, that it is the same song/singer as in Fool's Garden.

Apparently the guy singing is called Stephan Maria Glöckner.

I have the single, which has several club mixes as well.  Peter Freudenthaler sounds nothing like Sting.

The "Sting" version that you heard is actually a cover version by Dreams Of Paradise.  The guy does sound a little similar to Sting, but definitely not him.
