Try toggling PASSIVE ftp mode. Some firewalls will only let you make an outgoing ftp connection passively, and some ftp sites seem to not like passive. If you're using a command line FTP client, typing pasive should toggle it (and tell you whether it's on or off). If you're using a GUI client you'll have to try to find a setting for passive mode. This might not be the cause at all, but I've had the same problem as you (can login but can't list) and got around it using this method. HTH
