It's from a 2000 album called "El Baile Aleman" by Senor Coconut y su Conjunto, and it's the work of Uwe Schmidt from German group Atom Heart. He moved to Chile and got caught up in Latin American rhythms. If you can find the MP3s of it on Soulseek or similar, some of the Latin American covers of old Kraftwerk songs (the merengue version of "Tour De France" i like especially) are very cheeky and funny, while at the same time being quite true to the form of Latin music.
