You *can* play the CD on some Windows computers; it may have to do with having AIN turned off, but I haven't bothered to make sure.
I managed to get both the audio and the data to play on my PeeCee at work. It wasn't pretty, and had a lot to do with what apps were running (and "sniffing" the CD-ROM for audio or data) and the AIN settings, as you mentioned (the latest Windholes Media Player keeps turning audio CD AIN back on without asking me).
They did screw up in mastering CD2; par for the course.
When I had these troubles, though, my inclination wasn't to blame the BadOrb mastering folks but Microsoft. I'm sticking with that. JG
