Must be one of those people who hasn't configured their FTP client to work properly. Idling without disconnect/timeout is pretty bogus, likewise with reconnect on disconnection. Can you configure your FTP server to disconnect idle connections over a certain period of time? Most will let you do that.
You can also configure this on the server side... You can instruct your FTP server to disconnect people after say 10 minutes of idle time. Its not something you should have to resort to banning someone over. Also, idling shouldn't really take CPU cycles. If they have no activity, they are sending no O/S requests for resources, and generating no I/O.
