I might be wrong here, but, I believe its upto the DVD player to send out a NTSC or PAL signal to the tv. The hangup is the region encoding on the DVD. I can watch DVDs from any region on my DVD player, because I stumbled across a code I entered into my remote which gave me the "Manufacturer Control Page". American televisions use a different method to
arrive at a color picture.
PAL has more lines and uses a different combination of photon guns to create the picture. HDTV would take care of this except for the "regional" markers on DVD's that will prevent you from playing your DVD on a digital tv set-up in a different region. So best to get a video out on your computer.
We used to sell PAL videos at the store I worked at.
