Tim, regarding plates: the registered plates are owned by you; they are merely tied to the car in the DMVs database. However, if you get a new car, you need only tell the dmv and move the plates to the car for a small fee. In WI, it's a $35 fee to register a car and transfer plates you own to the new car. It's $80/year to own custom plates, over the $55/year to have plates at all. It might be slightly different in other states, but I do know that it's safe to own plates without having to give them up should you get rid of the car in question.
