Normally the remaster stage makes use of the allready mixed tracks, so it comes down to a L and R (2) track. They can indeed alter stereo effects by phase alterations, but individual samples cannot be panned differently, as that is covered during the mixdown stage (that is before mastering offcourse). That's why mastering does not miracoulusly change the sounds of a CD UNLESS they change a *lot* with eq etc..... I am not a professional but this is what i know about that stuff/music..
